How much do you know about your hospital?

We asked county and hospital officials to answer some of the more frequently asked questions and to address a few misconceptions.


Q: Who owns the hospital?

A: The County owns the hospital buildings and land, which are leased by the County to Johnston Memorial Hospital Authority. The other assets, such as the furnishings and equipment, belong to the Hospital Authority.


Q: How is the hospital structured?

A: The hospital is operated by Johnston Memorial Hospital Authority DBA Johnston Health, a North Carolina hospital authority, which is a special type of corporation created by Johnston County under the North Carolina Hospital Authorities Act. The chairman of the County Board of Commissioners appoints the members of the governing board of the Authority, called a Board of Commissioners, from nominees submitted by the Board of Commissioners of the Authority.


Q: Does the hospital receive county tax dollars?

A: The hospital is self-supporting. It pays for operations and construction out of its own revenue. It does not receive county tax dollars.


Q: What does it mean to be a public hospital?

A: The Hospital Authority is a public hospital according to a specific definition in the North Carolina Local Government Finance Act. That means it is subject to many of the laws applicable to local governments, including the Open Meetings Law and the Public Records Act.


Q: What are the obligations of a public hospital so far as seeing patients and paying taxes?

A: A hospital authority is a governmental unit and is exempt from federal and state income taxes. Pursuant to federal and state law, a public hospital is required to provide treatment to all patients regardless of ability to pay.
